Producing a Transition Report

By the end of the transition, the transition team should develop a report that outlines key policy priorities for the incoming administration. This report can serve as a guiding document for the administration and members of the public.

The report should include a section for each policy committee. It's critical to give policy committee members a report template at the beginning of the process so they know what they are working towards.

Executive Summary: Summarize the Civic Engagement Process and Highlight Emergent Themes from the Transition

  • Provide an overview of the committee structure and policies considered

  • Recognize the people who shared their experiences and thoughts with the transition

  • Highlight overarching themes that emerged from the committee

Recommended Actions

  • For each policy the committee addressed, repeat the format below:

    • Theory of change: How will the policy transform the lives of all constituents?

    • Policy levers: What is the mechanism for the change to occur?

    • Key leader(s): Who are the key departments/agencies/groups that will be responsible for leading the change?

    • Recommended actions: Provide key actions to implement in the short-term and long-term

    • Metrics: What metrics will the administration use to track progress?
